U.S. President Donald Trump announced plans to introduce a “gold card” granting wealthy foreigners the right to live and work in the U.S. for a $5 million fee, offering a path to citizenship. The initiative, set to launch in two weeks, will replace the EB-5 investor visa program. Commerce Secretary Howard Lutnick stated applicants would undergo vetting to ensure they are “world-class global citizens.” When asked about Russian oligarchs, Trump said, “Yeah, possibly.” The EB-5 program, criticized for misuse, was last reformed in 2022, raising minimum investment thresholds for U.S. residency.
