The Trump administration took a significant step Wednesday toward large-scale federal workforce reductions, issuing guidance to agency leaders on implementing layoffs and reorganization plans. The Office of Management and Budget (OMB) and the Office of Personnel Management (OPM) released a memo outlining the process for workforce cuts under President Trump’s executive order, “Department of Government Efficiency” Workforce Optimization Initiative.
The initiative mandates a “significant reduction” in non-essential positions, cost-cutting measures, and relocation of offices outside Washington, D.C. Agencies must submit restructuring plans by March 13, followed by an efficiency roadmap by April 14, with full implementation by September 30. The cuts exempt law enforcement, military, and public safety roles.
These efforts have heightened anxiety among federal employees, as layoffs, administrative leave, and demands for job activity reports create uncertainty. The administration claims the overhaul aims to boost efficiency and improve government service delivery.
